Toothbrushing should begin as soon as the first tooth has emerged. Use a soft toothbrush and a small amount of toothpaste with fluoride equivalent to the child's little fingernail.
When brushing a child's teeth, it can give a better overview if you lay the child down first, either on the changing table and later perhaps on the floor. For a slightly older child, you can sit/stand behind the child.
Brush your teeth in small circular motions and preferably in the same order each time, this is the best way to systematically brush all the way around.
Children need to be around 10 years old before you can expect them to be able to brush their teeth effectively enough on their own.
